1 split your webpage into frames the top frame remains static and the website content appears in the bottom one

2 page properties select a background image (but don%26#039;t make it too big as it will slow your download speed

3 640 x 480 for maximum compatibility but you can get away with 800 x 600 (well 750 x 550 or so is better)
