I would like to learn how to create web art, where is the best place to learn and what is it called?

What I mean is when you goto a web page you have for example the main title banner for the web page (maybe like fire coming off the letters or something like that), or picture with the companies title in it, and web design like that. Not clip art. What software programs are thier and where is somewhere I can get help with this?
