Recommend tool for making a web page with pictures with hover spots and popup text?

I%26#039;ve used PowerPoint to create a web page with a large, detailed picture, where moving the mouse over parts of the picture brings up a short %26#039;hover%26#039; description, and clicking on the same part of the picture pops up a text box with description/explanation details. I know just enough about computers to get by, but PowerPoint was definitely not designed for this task, I think. I spent 5% of my time on the content and 95% of my time fighting PowerPoint.

Can anyone recommend a tool that is designed to document images well? I don%26#039;t have a lot of time to learn a new fancy tool, so my strong preference would be for a tool that does simple stuff easily, even if the tool is loaded with other features I don%26#039;t need.
