First I would lay out the web pages in a table of contents... the best tool for this is visio but if you know how to make a flow chart in another manner that would work too.
Address your target market and sales benefits. Decide what you want the site to do and build the structure around that... are you selling product? you may want to include a store area, and so on.
Once you%26#039;ve got your map... then start thinking about what goes where.... are you a designer? Do you know HOW to build a site? I use Photoshop to build my sites as I%26#039;m an Adobe Certified Expert and I can build em quick in PS.
It%26#039;s probably a good idea to hire a pro to do your design/build.
Then it%26#039;s on to slicing... HTML coding.... and back end building....Don%26#039;t use animation for the sake of having animation... be sure that page weights are lower than 60K and keep it simple.
I know this is an oversimplification of the steps involved.... but I hope this helps.

If you can, make an area in which people can contact you and ask questions and you can give back info. 1 - Cross browser compatability. Make it work in Opera, Firefox and IE5, 6 and 7 (don%26#039;t exclude IE/Mac). IE is crap, so don%26#039;t make the site around IE.
2 - Accessibility. Make sure your images have alt tags, and text links are available for people browsing wihtout images. Where possible keyboard navigation. Also keep a high contrast stylesheet for users who may be visually impaired.
Putting your alt tags and titles, etc makes your website more search engine friendly.
3 - Valid, clean semantic markup. Keep it clean, and avoid excessive markup. If your pages validate at w3c then you shouldn%26#039;t need any hacks/workarounds.
4 - Avoid hacks / workarounds. If you need to use them, you are doing something wrong.
5 - Content is not your worry - unless you agreed to write it - just focus on the design and implementation.
6 - Don%26#039;t limit yourself to one design. Let your boss / client choose from 6 or 7.

Other Replys:Even though you recently published your domain name on major major search engines/directories, you may want to consider some simple algorithms which, when observed and committed in designing of a website and placing various critical metatags can surely achieve a high search engine presence and placement.
Design: Should you create an extensive Flash-based website, make sure to fill-in the property entries such as the Title, Description and Keywords. Failing to do so, leaves no hard HTML or ALT resource that can be readily indexed by search robots.
A non-Flash-based website which relies on hard text, is far easier to be indexed by search robots.
Avoid use of frames since any number of search robots are unable to properly classify textual material.
